How can you complain officially if you feel that you were ripped off in the restaurant/coffee.  What is the best practice ? I don't speak Dutch and believe me or not when I started to complained nobody at once could understand me.  I'd be glad to get some advice.

Find the website of the restaurant and send them email, in English. Don't forget to save a copy of this email. Usually they contact back, it worked for me. I was happy with the staff serving us and wrote through the website about it. The management contacted me and sincerity apologized. I was back in the same restaurant and had much better experience.
